A chemical agent like pepper spray is only supposed to be used when a subject is resisting arrest and is otherwise uncooperative. It is not supposed to be used while an individual is handcuffed and in custody in a closed room. Yet, that’s exactly what appears to have happened in the video below.

The officer in the video has since been identified as Vince Warlick. It took nearly half a year and the video leaking before an investigation ever started at the Illinois station. Warlick left duty in May.
