According to the Prison Policy Initiative, nearly 70% of Americans in local jails are being held pretrial. That means that they haven’t been convicted of a crime and they’re presumed innocent. Unconvicted prisoners spend time locked up simply because they can’t afford bail and are being forced to remain behind bars until they go to trial or plead guilty.
